Atypical Scroll

I’ve never seen a scroll like this before and was wondering if this style was exclusive to a region (in this case Naples)?

He has regular scrolls on his violin, but it seems like all viola have that style scroll (quick google can pull up a few). My guess is it is a less a regional topic versus a decision by the maker to try and make the instrument more comfortable - which a lighter scroll is one common option.
