That's a reinforcement hoop for using a hammer / mallet on the chisels. It's to avoid splitting the handle.

Japanese chisels are beautiful. I have a set of hybrid Japanese / European chisels that I bought from dictum about 12 years ago. I've never used them, they look too nice. I have a full set of Narex chisels that I use instead.

I have almost identical Tasai chisels, except that they have the striking hoops. I normally remove these from Japanese chisels, but the Tasai hoops are very pretty and comfortable in the hand.

2 if these originally had the hoops but I removed them. I can’t stand the metal digging into my hand when it’s a push chisel. However if the buyer wants I can reinstall the 2. 
 

The only reason I’m selling these is because of the arthritis in my hands and I got a much lighter built set of Tasais that replaced these.
