Hill Bow?

A friend got this bow to rehair.  I'm curious if the serial number under the frog is an indication this went through the Hill shop?  Sorry for the low quality picture.

I think that Hans Nebel follows his numbers with an H, and I think he labels bows like this, so it may have gone through his shop.  (The label is shown upside down in your picture.)
