Quotation Plus/Minus

AT the bottom of each message is a Quote + button.

When you click this it turns to Quote -

I'm assuming that this is supposed to allow you to reply without quoting the message you are replying to.

It has no effect.

That is not the purpose of the Quote button. You can click on 3 quote buttons and then when you write a reply, you will automatically quote all 3 posts that you tagged. Those posts can be in different threads or even different forums. The reply button by each post will always automatically quote only that post. At the bottom of the page is a Fast Reply button that opens a quick post box, and an Add Reply button that lets you reply with the full editor and without quoting any posts.

Aha. I see. Click Quote+ then hit Reply at the bottom of the thread....
