I don't know that maker, but we're obviously not looking at 17th c. English work. We might be looking at c.1880 stuff that Boosey & Hawkes sold at one time.

The handwritten label is in a script form I do not recognize. It does not look like 17th c. English or German, but it looks familiar, somehow.
