It would seem to me that it would be more likely for a good maker to turn out an occasional "dud" than for a mediocre maker to turn out an outstanding instrument. If we consider that to make an exceptional instrument requires a number of things to be done just right, it's a lot easier to mess up one crucial factor than to get them all right at once.
